Postcards must meet the following standards, otherwise, they are catagorized as letters.

Rectangular.
Not less than 3-1/2 inches high, 5 inches long, and 0.007 inch thick.
Not more than 4-1/4 inches high, or more than 6 inches long, or greater than 0.016 inch thick.

When designing your postcard, design it with Postage Savings in mind. To make sure this happens, always leave at least 1½" x 4" clear area for the USPS barcode and address.

A "letter" can be a lot of different things:  an envelope package, a self-mailer folded brochure or even a card, as long as it's within the minimum and maximum sizes shown below. 

1. Not less than 5 inches long, 3-1/2 inches high, and 0.007-inch thick.

2. Not more than 11-1/2 inches long, or more than 6-1/8 inches high, or more than 1/4-inch thick. 

3. Rectangular, with four square corners and parallel opposite sides. Letter-size, card-type mailpieces made of cardstock may have finished corners that do not exceed a radius of 0.125 inch (1/8 inch).

Flat Mailing is defined as a package that's a self-mailer folded brochure, a large envelope package or even a big postcard. 

It must be:

1. More than 11-1/2 inches long, or more than 6-1/8 inches high, or more than 1/4 inch thick. 

2. Not more than 15 inches long, or more than 12 inches high, or more than 3/4 inch thick. 

3. Unwrapped, sleeved, wrapped, or enveloped.

Also known as "Freepost", business reply mail allows a customer to respond to mail sent by a business, which pays for the postage.

Letter (1 ounce): 39¢ + 65 ¢ = 104 ¢
Postcard: 24 ¢ + 65 ¢ = 89¢ 

Annual permit fee of $160. Per-piece charge of 65 or less, plus First-Class Mail postage.

Undeliverable-as-addressed (UAA) mail is forwarded, returned to sender, or treated as dead mail as authorized for the particular mail class. An mailer endorsement is used to instruct the Postal Service® regarding the mailpiece's appropriate disposition upon determining that it is UAA.

Fee charged on Standard (Bulk) mail. No fee charged on First-Class mail.

A letter-size piece is nonmachinable if it has one or more of the following characteristics:

1. Has an aspect ratio (length divided by height) of less than 1.3 or more than 2.5.

2. Is polybagged, polywrapped, or enclosed in any plastic material.

3. Has clasps, strings, buttons, or similar closure devices.

4. Contains items such as pens, pencils, or loose keys or coins that cause the thickness of the mail piece to be uneven.

5. Is too rigid (does not bend easily when subjected to a transport belt tension of 40 pounds around an 11-inch diameter turn).

6. For pieces more than 4-1/4 inches high or 6 inches long, the thickness is less than 0.009 inch.

7. Has a delivery address parallel to the shorter dimension of the mail piece.

8. Is a self-mailer with a folded edge perpendicular to the address if the piece is not folded and secured.

9. Booklet-type pieces with the bound edge (spine) along the shorter dimension of the piece or at the top, unless prepared accordingly.

The nonmachinable surcharge For Letter Size nonprofit Mail will be $0.02 per piece
